| dc.description.abstract | Se analizará la gestión que se realizó en el periodo 2016 – 2019 en el municipio de Belén de Umbría en este caso el plan de desarrollo, enfocado en el eje temático de ciudadanía, se hará por medio de análisis sobre todos los documentos de este eje, para después compararlos con las acciones que se llevaron a cabo en sentido material y visible. Se busca informar a los lectores sobre la necesidad e importancia de alzar la voz para hacer valer y hacer cumplir lo prometido por los gobernantes, al ser de conocimiento que en reiteradas ocasiones la administración falla con sus deberes con respecto a los ciudadanos; asimismo, todas las personas las cuales eligen su candidato mediante el ejercicio democrático con el mecanismo del voto popular considerando el voto programático establecido para los candidatos elegidos popularmente en este caso el Alcalde Municipal, deben estar al tanto de la labor que ellos desempeñan a lo largo de su cargo, puesto que la administración municipal debe promover el buen gobierno en su conformación y funcionamiento. Por lo anterior mencionado, al alcalde electo para el periodo 2016- 2019 le correspondía promover la participación comunitaria y cumplir con las funciones que están asignadas en la constitución y las leyes, para que así la comunidad estuviese enterada de que el desarrollo de estas fue llevado de la mejor manera, garantizando el manejo transparente de las actuaciones administrativas; esto conjuntamente con la participación de los ciudadanos para que tomaran parte activa en las decisiones que inciden en el ejercicio de sus derechos, a fin de no tener desigualdades con la administración municipal, por ende se decidió indagar sobre esta problemática que afecta a la población enfocado en el eje de ciudadanía, para analizar si el alcalde del periodo 2016- 2019 cumplió las metas propuestas dentro de su plan de desarrollo y así incentivar a la sociedad a que ejerciten su derecho de ser escuchados y a exigir esto por medio de los resultados claros y precisos que se pretende encontrar en el desarrollo de esta investigación. | spa |
