| dc.description.abstract | La Licitación Pública es un procedimiento administrativo cuya finalidad es determinar qué persona ofrece condiciones más beneficiosas y ventajosas, es decir, la mejor oferta para celebrar un contrato. La licitación pública ha tomado una gran importancia, debido a que es un procedimiento que se requiere previamente para las celebraciones de los contratos con el Estado, el cual requiere que haya una voluntad del ente administrativo que es el encargado de hacer la contratación y del ente particular que es el contratista. La importancia de esta modalidad de contratación radica en que se puede decir que es el más exigido a nivel local y nacional, cuando se trata de contratar con el Estado y de la realización de obras de concesión de servicios públicos. | spa |
| dc.description.abstractenglish | Public litigation is an administrative procedure, the goal is to determine which beneficiary offers the best benefits in order to execute a contract. Public litigation has become rather important, it is a required procedure to execute State contract. In order to execute the contract, there must be an agreement between both parties, the contractor and administrative in charge of doing the Contracting. The importance in this type of litigations is based in the fact that is the most commonly requested, both locally and nationally, mainly between the state and contractors in charge of offering Public Services. | spa |
