Programa de implementación del plan de manejo ambiental- pipma del proyecto "túnel piloto - túnel de la línea carretera Ibagué - Armenia

Abstract

El propósito fundamental de este trabajo es servir de instrumento de apoyo a la gestión ambiental realizada por el Instituto Nacional de Vías INVIAS para lograr que las actividades de construcción del Túnel piloto de la Línea se realicen de una manera ambientalmente sostenible y en el marco de un proceso de mejoramiento continuo, mediante el despliegue de acciones que buscan fortalecer los procesos y procedimientos de control y seguimiento ambiental de los proyectos de infraestructura vial, para hacer de estos acciones planificadas, periódicas y eficaces. El contenido del trabajo se divide en cuatro partes: la primera, referente a la descripción de actividades, donde se revisa y aclaran conceptos relevantes al tipo de proyecto; la segunda, correspondiente a la caracterización ambiental general del área de estudio donde se describen los aspectos físicos, bióticos y sociales del área del proyecto; la tercera parte referente al ajuste y complementación del Plan de Manejo Ambiental – PMA y formulación del Programa de Implementación del Plan de Manejo Ambiental – PIPMA y la cuarta parte, referente a la evaluación del desempeño ambiental, que precisa las obligaciones para el desempeño de cada uno de los actores del proyecto (contratista, subcontratistas e interventoría), y facilita la toma de decisiones para el control y vigilancia de ejecución de las acciones y medidas contenidas en el Plan de Manejo Ambiental.

The fundamental purpose of this work is to serve from support instrument to the environmental administration carried out by the National Institute of Roads INVIAS to achieve that the activities of construction of the Tunnel pilot of the Line are carried out environmentally in a way sustainable and in the mark of a process of continuous improvement, by means of the unfolding of stocks that they look for to strengthen the processes and control procedures and environmental pursuit of the projects of infrastructure vial, to make of these planned stocks, periodic and effective. The content of the work is divided in four parts: the first one, with respect to the description of activities, where it is revised and they clarify outstanding concepts to the project type; the second, corresponding to the characterization environmental general of the study area where the physical aspects are described, bióticos and social of the area of the project; the third part with respect to the adjustment and complementation of the Plan of Environmental Handling - PMA and formulation of the Program of Implementation of the Plan of Environmental Handling - PIPMA and the fourth part, with respect to the evaluation of the environmental acting that he/she specifies the obligations for the acting of each one of the actors of the project (contractor, subcontractors and interventoría), and it facilitates the taking of decisions for the control and surveillance of execution of the actions and measures contained in the Plan of Environmental Handling.
