| dc.description | This article is an analysis of how is displayed in the governance of the period of the period 1900 to 2000, the normative component implemented the function of planning. The approach used was the epistemological, the hermeneutic, the analytical and colloquial. The General techniques used during the investigation were documentary analysis (bibliographic, norms, institutional arrangements, etc.,) consultation, testing, travel, among others. The analysis to the normatively in general related to the functions of the administrative process, evidence of the need to incorporate the business management unit approach to the State, administrative theoretical concepts and management functions to the public administration. This document constitutes a contribution to the new paradigm and delimitation of the perspective and scope of planning applied to management in public administration for the twenty-first century, which will be articulated the normative component with management theory and the consideration of the citizen as the central axis of the fulfillment of the public service, in his role as direct recipient of the goods and services of the stateaimed at the improvement of their quality of life and social well-being increased | en-US |
| dc.description | Este artículo es un análisis de cómo se visualiza en la gestión pública del periodo 1900 a 2000, el componente normativo aplicado a la función de planeación. Los enfoques utilizados fueron el epistemológico, el hermenéutico, el analítico y el coloquial. Las técnicas generales usadas durante la investigación fueron análisis documental (bibliográfico, normas, planes institucionales, etc.,) consultas, pruebas de recorrido, entre otras. El análisis de la normatividad relacionada en general con las funciones del proceso administrativo, evidencia la necesidad de incorporar el criterio de unidad de gestión empresarial al Estado, los conceptos teóricos administrativos y las funciones gerenciales a la administración pública. Este documento, constituye un aporte al nuevo paradigma y delimitación de la perspectiva y ámbito de la planeación aplicada a gestión en la Administración Pública para el siglo XXI, en la cual estarán articulados el componente normativo con la teoría administrativa y la consideración del ciudadano como eje central del cumplimiento de la función pública, en su rol de directo beneficiario de los bienes y servicios del Estado, orientados al mejoramiento de su calidad de vida e incremento de su bienestar social. | es-ES |
