Abstract

Description

The changes in the legal and legal framework that have changed public procurement in Colombia, are a consequence of the anomalous processes in the way contracts are configured, executed and implemented, in particular by domestic public service operators. From this point of view, the aim is to develop an analysis of the political-administrative and legal framework for recruitment, for the particular regime of public-sector services and its relationship to the Statute of the State.
Los cambios dentro del ordenamiento jurídico y legislativo que ha venido transformando el sistema de la contratación pública en Colombia, es consecuencia de los procesos anómalos en la forma en que se han configurado, ejecutado e implementado los contratos, especialmente, por los operadores de servicios públicos domiciliarios; desde este orden de ideas, se plantea como objetivo, desarrollar un análisis del Marco político-administrativo y legal de contratación, para el régimen especial de servicios públicos domiciliarios y su relación con el Estatuto de Contratación Estatal.
