La revocatoria del mandato en Colombia : cambios en su procedimiento 1996 – 2014

Abstract

El trabajo de investigación analizó el procedimiento de la revocatoria del mandato en Colombia, desde su reglamentación en 1994, hasta los últimos pronunciamientos judiciales y administrativos producidos en el caso de la revocatoria del mandato del Alcalde Mayor de Bogotá para el periodo 2012-2015, (Gustavo Petro Urrego), cuyo proceso tardó más de 17 meses, sin que fuera posible la realización de la jornada electoral para decidir el mecanismo. Este caso en concreto, fue fuente especial de estudio, pues en la historia de este tipo de mecanismos, no se había presentado una batalla jurídica de tal magnitud para impedir la convocatoria de un mecanismo de participación ciudadana.

The investigation analyzed the procedure for the revocation of the mandate in Colombia, from its regulation in 1994, to the last judicial and administrative pronouncements produced in the case of the revocation of the mandate of the Mayor of Bogotá for the period 2012-2015, ( Gustavo Petro Urrego), whose process took more than 17 months, without it being possible to conduct the election day to decide the mechanism. This particular case was a special source of study, because in the history of this type of mechanism, there had been no legal battle of such magnitude to prevent the convening of a citizen participation mechanism.
