Plan de manejo ambiental para la arenera el vínculo localizada en el municipio de Soacha (Cundinamarca) expediente car nº 2334

Abstract

Este Plan de Manejo Ambiental (PMA), responde a los requerimientos planteados por la CAR; donde se abordaron los entornos físicos, bióticos, socio-económicos y culturales del área de interés. El desarrollo del proyecto se divide en tres grandes partes; la primera de ellas corresponde a la descripción y caracterización ambiental del área de influencia directa que desde el punto de vista físico-biótico corresponde a la vereda El Vínculo y desde el punto de vista socio económico y cultural corresponde a la población de las veredas próximas a la arenera, donde se definieron las características actuales del área con el fin de facilitar la identificación de los componentes más vulnerables. La segunda fue la identificación y posterior evaluación de impactos ambientales que se realizó por medio de la calificación ambiental, donde se evidencia que los recursos más afectados son el aire debido a las altas concentraciones de material particulado emitidas; y el paisaje por alteraciones geomorfológicas producto de la explotación. La tercera parte pertenece a la formulación del PMA que consta de 9 programas que contienen medidas encaminadas a prevenir, mitigar, corregir, controlar y compensar los impactos socio-ambientales ocasionados por la ejecución del proyecto; de éste PMA hacen parte el plan de seguimiento y monitoreo realizado con el fin de verificar la eficiencia de las medidas propuestas; y el plan de cierre y abandono, donde se propone un uso forestal y urbano al área una vez terminado el proyecto. Adicionalmente se estructuró un plan de contingencia donde se plantearon medidas preventivas con el fin de manejar los riesgos de accidentes de personal, derrame de combustibles, etc. Y se estimaron los costos del PMA en $154.748.114 que comprende los programas de gestión social, control de emisiones, manejo de residuos sólidos, manejo y control de aguas lluvias, recuperación vegetal y paisajística, higiene, seguridad industrial y salud ocupacional y el plan de contingencias para un periodo de 20 años.

This Plan of environment manage (PMA), responds to the requirements raised by CAR; where the physical surroundings were approached, biotics, socioeconomic and cultural of the interest area. The development of the project is divided in three great ones parts; first of them it corresponds to the description and characterization environmental of the area of direct influence that from the physical-biotic point of view it corresponds to the smoll village with name El Vinculo and from the socioeconomic and cultural point of view it corresponds to the population of the small village next to the sandbox, where the present characteristics were defined of the area with the purpose of facilitating the identification of the components more vulnerable. Second it was the identification and later evaluation of environmental impacts that were made by means of the environmental qualification, where evidence that the affected resources more are the air because the discharges emitted concentrations of particle material; and the landscape by geomorfologic alterations product of the operation. The third part belongs to formulation of the PMA that consists of 9 programs that contain directed measures to come up, to mitigate, to correct, to control and to compensate the social - environmental impacts caused by the execution of the project; of this one PMA they are part the pursuit plan and made monitoring with the purpose of verify the efficiency of the propose measures; and the closing and abandonment plan, where purpose a forest and urban use to the area once finished sets out the project. Additionally a contingency plan was structured where considered preventive measures with the aim to handle the risks of personnel accidents, spills of fuels, etc. And the costs of the PMA were considered in $154.748.114 that it includes/understands the programs of social management, and raining water control, vegetal recovery and landscaping, hygiene, industrial security and occupational health and the contingencies plan of for a period of 20 years.
