El rol que le corresponde asumir a la mujer en la implementación del post-acuerdo

Abstract

El objetivo de este artículo es establecer el rol que le corresponde asumir a la mujer en la implementación del Post-Acuerdo en el contexto colombiano. Para ello, se ha diseñado un estudio con enfoque cualitativo y de nivel descriptivo-explicativo basado en el análisis documental de fuentes como el Acuerdo de Paz de 2016, la legislación, la doctrina, la jurisprudencia y los estudios relacionados con el tema. Se abordaron tres puntos específicos: la participación de la mujer en las negociaciones del Acuerdo de Paz, el enfoque de género incluido en el Acuerdo y las políticas públicas que se han adelantado en función de garantizar la participación de las mujeres. Los resultados muestran que las mujeres tuvieron una mejor participación en la construcción de los Acuerdos de Paz sí se compara con otros procesos internacionales o nacionales. Allí participaron como víctimas, expertas, grupos organizados, subcomisiones permanentes, entre otras. Esto llevo, sin lugar a dudas, la inclusión del concepto mujer y género dentro del texto final del Acuerdo de Paz suscrito en el 2016: 261 veces en total. Pero el problema se encuentra en la implementación de los Acuerdos, la cual aún es escasa después de un año y medio después de la firma. Se sugieren algunas recomendaciones para hacer efectiva en la práctica el enfoque de género y la participación de la mujer en el Post-Acuerdo. The objective of this article is to establish the role that corresponds to assume the woman in the implementation of the Post-Agreement in the Colombian context. To this end, a study has been designed with a qualitative and descriptive-explanatory approach based on the documentary analysis of sources such as the 2016 Peace Agreement, legislation, doctrine, jurisprudence and studies related to the subject. Three specific points were addressed: women's participation in the negotiations of the Peace Agreement, the gender approach included in the Agreement and the public policies that have been advanced in order to guarantee the participation of women. The results show that women had a better participation in the construction of the Peace Accords if it is compared with other international or national processes. There they participated as victims, experts, organized groups, permanent subcommittees, among others. This undoubtedly led to the inclusion of the concept of women and gender in the final text of the Peace Agreement signed in 2016: 261 times in total. But the problem lies in the implementation of the Agreements, which is still scarce after a year and a half after the signing. Some recommendations are suggested to effectively implement the gender approach and the participation of women in the Post-Agreement.
