Given the intensity with which in the years 80s and 90s recognized entrepreneurship as the basis for new economic development, projects of creation of company were formalized and therefore the methodology of investment projects was seen as adaptable to the entrepreneurship projects and their use spread in modular schemes of business plans, driven in our midst since the beginning of 2000. The reality is that approximately 60% of the initiative fail shortly after beginning its execution. Many factors are involved, but maybe the way to develop your business threatens their very survival. To formulate a project of creation of the company, in the classical conception do so oriented to an investment, in Affairs of pre investment project, implementation and towards investment in anything help to entrepreneurs in the realization of your product/service. The formulation of a project of innovation-based enterprise has a different approach. There arises then the motivation to contribute so that the University projects of entrepreneurship have a schematic model of innovation management support in the ideation phase and is then used as a guide. The designed scheme involves recent proposals in the field of innovation related to the study of the needs and problems of market by committing to the client in a more active way. Within these trends are seen in this work techniques and tools issues of empathy, work to be done, expected results and disruptive business models. This work proposes to design a schematic framework to perform the proper formulation of a project of disruptive innovation and entrepreneurship supported on new considerations of innovation in general and disruptive innovation in particular, taking into consideration the base technology of entrepreneurial initiatives.spa
