Propuesta de intervención de los casos de maltrato infantil en la ciudad de Pereira

Abstract

El maltrato al menor, aunque ha sido un problema presente en la historia y en la cultura de muchos países, comenzó a tener relevancia internacional cuando la Asamblea General de la Organización de Naciones Unidas, en el año 1989, adoptó la Convención de los Derechos del Niño, invitando a todos los países miembros a respetar y proteger los derechos humanos de los menores de edad. Aunque este ha sido uno de los convenios más ratificados por los gobiernos, aún falta concretar y desarrollar las medidas para prevenir y atender los nefastos efectos de este problema. A través de las experiencias que se han vivido de maltrato infantil alrededor del país, no cabe duda de la importancia de formar a las comunidades y a la población para que comiencen desde ya, a comprometerse a acabar con un ciclo de violencia para que no se continúe reproduciendo de generación en generación, con la falsa creencia que se está educando a través de esa técnica disciplinaria o porque es una forma de imponerse como figura de autoridad o simplemente porque es la forma de liberar estados emocionales encontrados en el padre o madre de familia. Ante las crecientes cifras de maltrato infantil que se han presentado durante los últimos años en el país se han tomado medidas serias acerca de este mal que en vez de disminuir a lo largo de la historia solo se ha presentado con más repetición. Si bien se han creado algunas instituciones que defienden los derechos de los niños y niñas y algunas leyes que los protegen, estas no son suficientes, ya sea por la falta de conocimiento acerca de ellas, o porque las autoridades competentes no toman cartas en el asunto, llevando de esta manera a que no solo se violen los derechos de los niños sino también a la impunidad por parte del sistema judicial del país. En este trabajo se hará referencia a los sistemas de información y las redes de apoyo nacionales que trabajan por mejorar las condiciones de la población infantil vulnerada por el maltrato y se presentará una propuesta de intervención en los casos de maltrato infantil a través de un flujograma que reúne los sectores: salud, educación, justicia y protección. In this work, reference will be made to information systems and networks of national support that work to improve the conditions of the child population violated by abuse and a proposal for intervention will be presented in the cases of child abuse through a flow chart that brings together the sectors: health, education, justice and protection.
